Based on how your trailer brakes are performing right now it sounds like someone wired your trailer stoplight circuit to the brake output circuit of the vehicle so now any time you touch the brakes they lock up. I looked up pictures of your 2001 Winnebago Minnie Winnie 22R and it has a cut out for a single step below the door. The Flexco Manual Pull Out step part # SMFP-1100 was designed to fit RV setups just like yours but you'd want to measure first to know for sure. Your 1995 Chevy Cavalier FWD automatic is able to be towed on a tow dolly like the Roadmaster # RM-2050-1. According to the online manual you will need to put the front wheels on the dolly then set the parking brake. Next turn the ignition to off to unlock the steering wheel.
